Board
Steve Smith, David Rogers, and Matthew Griffing serve staggered three-year terms on the Texas Legal Foundation board. Smith's term expires in 2008, Griffing's in 2009, and Rogers' in 2010.
Officers
Steve Smith is TLF's president and general counsel. Smith was a Texas Supreme Court Justice from 2002 through 2004, authoring numerous important opinions. For example, in Texas Department of Protective and Regulatory Services v. Mega Child Care, 145 S.W.3rd 170 (Tex. 2004) (pdf file), the Court held that the Texas Administrative Procedure Act provides an independent right to judicial review of contested-case decisions. Smith's majority opinion in Mega Child Care, which overturned 25 years of flawed lower court precedent, was characterized as "landmark" by Baylor Law School Professor Ron Beal, author of Texas Administrative Practice and Procedure.
Smith is married to Susan Smith and they have two daughters, Allison (16) and Emily (15).
David Rogers is TLF's policy director and assistant general counsel. Rogers is a 2001 graduate of Texas Tech Law School and, in 2004, clerked for Justice Smith at the Texas Supreme Court.
Rogers is married to Lisa Rogers and they have a son, James (4) and a daughter, Ella (2).
